Sub:- DSA- Warangal- Submission of a Brief report on the activities of the Sports
and Games-Reg.
It is submitted to the kind perusal of the District Collector and Chairman, DSA, Warangal that the Warangal District has greatest historical significance ruled by the Kakatiya dynasty and renowned as the biggest Educational centre having Kakatiya University and many Junior, Degree, P.G. and Professional colleges and it is also emerged as the best centre for Sports and Games and many of Sports persons represented the Country for International Competitions and brought laurels to the District.
Sri J. Pitchaiah and Smt. G. Mulini Reddy were honored by the Govt. of India with the prestigious Arjun Puraskar. Sri K. Venkat Narayana, Sri Venkateshwara Rao, Sri Sarangapani, Sri Rajender, Sharath Chandra, Praneetha,Gopi Kumar and many others represented the country for number of International Competitions from this District.
The D.S.A., Warangal has got affiliation of 52 Sports and Games Associations which are actively performing their activities by conducting various District, State and National Championships and by sponsoring players for the various Tournaments. Under the School Games Federation of Warangal, various State and National Meets are being organized besides sending the players for participation for the State and National Competitions.
The District Sports Authority, Warangal with a view to promote Sports and Games from grass-root level has developed the following infrastructural facilities:
1.J.N. Stadium Outdoor Complex which consist of Academy
building, Office building, Track & Field and for practice of
various Outdoor Sports and Games worth Rs.1.45 Crores.
2) Indoor Gymnastics Hall equipped with the imported material
worth Rs. 1.05 Crores
3) International standard Swimming Pool Complex worth Rs. 1.63 Crores
4)Multipurpose Indoor Stadium Complex which was constructed
to cater the needs of various Indoor Games worth Rs. 1.82 Crores
5. Synthetic Tennis Courts Complex adjacent to the
Indoor Stadium under construction Rs.0.32 Lakhs

According to the State Government PYKKA cell and the SAAP guidelines & Sports calendar the DSA Warangal has been functioning and implementing the Schemes and extending the co-operation to the Dist. Associations for organizing the tournaments in the District.
1.Panchayath Yuva Kreeda Aur Khel Abhiyaan(PYKKA)
The Government of India and Ministry of Youth Affairs and Sports New Delhi has circulated through VC & MD SAAP a scheme for encouraging the Sports with providing facilities at panchayath level has been launched by Government of India on 75:25 funding pattern for normal areas between central and state government. In this scheme the government of India is funding 75000 rupees in case of PLIAs and 375000 in case of MLIAs as central share and 25000 rupees and 125000 as state share for development of sports like leveling and preparation of grounds, purchase of sports material etc. it is also funding for conduct of tournaments for the Mandal and district level competitions. The proposals for the scheme in first phase for the year 2008-09, 2009-2010 and 2010-2011 were already submitted to the Government for consideration and the grants for the two phases were received by the DSA, Warangal and 50% of the same to the extent of Rs.1,46,17,500/- was released to the Selected 5+4 Mandals in favour of the PYKKA MSAs. 2.PYKKA Rural Sports:
According to the PYKKA SAAP Sports Calendar the District Sports Authority is conducting Rural Sports Selections for Boys & Girls of under 16 years of age at the Mandal Level & District Level to select the Rural Talented Players of the District to represent our District in the State Level Rural Tournaments at various places of the State.
3.PYKKA Women Sports:
Every year the DSA Warangal is conducting the Women Sports Selections in the District Level for the above 16 years of age to select the Dist. Teams and the District Teams will participate in the State Sports Festival for Women to be conducted by SAAP Hyderabad. The TA/DA & Uniform will be provided by DSA.
4.Maintenance of Grounds:
The DSA Maintains the J.N.Stadium Grounds for the regular coaching activities for all the Disciplines & also for conducting coaching camps & competitions of District, State & National Level for private & Govt. Sports programmes.
5. Expenditure to be met every month and year and position of the budget Budget reciepts as per the access provided by the Govt.,
The budget allotted to DSA Warangal for the year is RS. 2.50 lakhs. The budget will be released to the DSA by SAAP in 3 or 4 installments. Since years the DSA is not receiving the annual grants aand this year only one lakh has been received that would be sufficient for sponsoring the District PYKKA Rural teams to the state meets. With this meager budget the DSA has to meet all the following expenses.
1. Maintenance of Stadium Grounds
2. Electricity and Telephone Bills
3. Pay and Play Coaches Remuneration
4. Sponsoring of District Rural and Women teams for the state meets
5. Office Maintenance and Miscellaneous Expenditure etc.
6. Local Body Contributions:
According to Grameena Kreeda Vikasa Pathakam G.O.M.S. No. 1152 Zilla Parishath and all the MPP’s, Notified Gramapanchayaths and Non notified Grampanchayaths have to contribute @ Rs. 25,000/-, Rs. 1,000/-, Rs. 500/- & Rs. 250/- to DSA every year as per the G.O.M.S. No. 1152. PR & RD Department of Govt. of A.P. since years these contributions are not fully received by the DSA Warangal for the promotion of Sports and Games from grass root level.
7. Sports Cess on Property Tax:
According to G.O.M.S. No.84 all the Muncipalities/Muncipal Corporation have to collect 3% of sports cess on property tax and the same have to be remitted to DSA every year. The Municipal Corporation Warangal is collecting sports cess on property tax but the same is not being remitted to DSA Warangal.
8. Sand cess:
According to G.O.M.S. No. 84 3% of sand cess have to be remitted to the DSA every year but so far the sand cess have not been received from the concerned till today since the issue of G.O.
The SAAP sanctioned budget of Rs. 2.50 lacks every year towards annual grants which is very meager would not be sufficient to cater to the needs of the maintenance and organization of the sports and games and office maintenance. If the DSA gets the above stated contributions from Zilla Parishad, Local Bodies, Municipality/Municipal Corporation and DPO, then the DSA will become self sufficient and in a position to promote the Sports and Games in the District & also to extend financial support to the various District sports and games Associations. Presently with great difficult the maintenance aspect is being managed through the collections of the PAY and PLAY scheme out of the games Swimming pool, Indoor stadium and Tennis.
Requirements to promote the activities:
The following are the requirements which are essential to have regular training programmes in the above said Stadium Complexes under the supervision of the qualified Coaches, P.E.T.s, P.D.s and Association Representatives.
1. The Warangal District is the biggest Sports Organizing Centre emerged as one of the best in India . Whenever the State, National Competitions and National Camps are proposed at Warangal , it is experienced lack of accommodation in the premises of the J.N.Stadium exclusively for accommodating the participating teams and Campers from outside the District. Therefore it is proposed to construct a separate accommodation Building consist of 50 rooms with separate Boys & Girls wings at an estimated cost of Rs. 75.00 lakhs.
- Athletic training equipment available with the SAAP request to be made to the SAAP for allotment.for effective training:-
a) Jumping Pits for the High Jump and Pole Vault
b) Hurdles - full set
c) Imported Javelins and other throwing equipment
d) High Jump and Pole Vault Apparatus with Imported Cross bars.
e) Imported Pole Vault Poles
- Boxing Ring Imported available at SAAP request to be made to the SAAP for allotment.
- Staff pattern for the effective functioning of the D.S.A.
- Tennis Courts complex to be completed at the earliest and the KUDA to be directed accordingly.
- Construction of Commercial Complex may be taken up in the premises of the stadiums to make the DSA self sufficient financially in addition to the provisions which were made by the Govt. of A.P. in the G.O.Ms.No. 84 & 1152 by the Govt. of Andhra Pradesh and which are not being implemented effectively for contributing funds to the D.S.A.s may kindly be reviewed for regular contribution by organizations.
